Four items, four budgets
Every item level past the first gives one enchant level. The pickaxe has 99 to spend, an armor piece only 29: the choices change, the principle doesn't.

About the numbers in this wiki
The enchant catalog is transcribed from in-game tooltips, so it is exact: effects, unlock requirements, max levels. However, tooltips state what an enchant does, not by how much, and the game does not publish those percentages.
That's why you won't find yield multipliers here: they would be made-up numbers. What can actually be counted — levels spent, each item's budget, prerequisite chains — is arithmetic on game data, and it lives in the builds.
